Decision-Based Logistics™ (DBL™) uses a hierarchical framework to define logistics engineering requirements, plan logistics engineering tasks, and unify and simplify the vast and disparate resources available to the logistics engineer. The intended users of DBL™ are logistics engineering policymakers and buyers and providers of logistics engineering services.

Central to DBL™ is a 5-step process: Specify the system and its support requirements, Analyze the options for meeting the support requirements, Design the product support package, Certify the product support, and Implement product support. Each step comprises sub-steps that get progressively more detailed. The focus of DBL™ is the actual decisions we must make in logistics engineering—expressed in plain-English—not a task list of acronym soup. “How will we fix this system?” is much clearer than “Give me an MTA.”
