Rapid Acquisition Sustainment Process

Sustainment alternatives are seldom considered by Programs responsible for rapid acquisition and fielding solutions because of the compressed timeline associated with obtaining urgently needed capabilities. The resulting sustainment strategy is often interim contractor support or life cycle contractor logistics support. These approaches may be the best value and most effective strategy, but often their dependency is a result of what the program management community calls “panic with dignity” selection of contractor support over other support strategies simply because there is not enough time to explore other viable options.

Sustainment planning and execution can be done better without delaying rapid fielding capabilities or reducing operational effectiveness. Largely it is a matter of offering a process that borrows from the essentials of traditional acquisition targeted to the aggressive timelines and operational urgencies of rapid acquisition. One major concept to be repeatedly tested in the RASP is whether less can be more in terms of delivering vital sustainment planning and execution results. This Handbook lays out a detailed RASP roadmap that borrows from the essentials of classic acquisition, but facilitates all the schedule and capability goals of rapid acquisition and fielding with a view towards budget stewardship as these programs become programs of record (POR).
